Report of the Prime Minister of the Russian Federation V.V. Putin on the government’s performance in 2011 (April 11, 2012)
On April 11, 2012 the Prime Minister of the Russian Federation V.V. Putin delivered his report on the government’s performance in 2011 to the State Duma. In the report the Prime Minister outlined priorities of scientific and educational development of Russia.
«Education and science should become top budgetary priorities. We are well aware that these two areas define the intellectual and technical strength of Russia and the quality of our human capital. Approaches to developing the long-term fundamental research programme will be improved. This programme should combine work performed at state-run academies of sciences, research centres and institutes of higher education. This programme should focus on those designs that will help Russia become a technically and scientifically advanced country.
We plan to consistently increase the financing of research at institutes of higher education, especially at national research universities. I believe that we should toughen requirements for all higher education institutions and should establish effective forms of responsibility. Diplomas issued in Russia should be recognised both domestically and internationally.
The average salaries of research associates at state-run academies and research centres, and those of faculty at higher education institutions will equal the average salaries available in their respective regions in 2012-2013, and will be double that amount by 2018.
We will renew the programme for bringing top international experts to our universities and research laboratories until at least 2015. The financing of specialised foundations supporting scientific research will increase several times over by 2018 to a total of 25 billion roubles. This includes the Foundation for Fundamental Research and the Foundation of Humanitarian Studies.
In addition, the best research studies conducted by students will receive special grants. Speaking of bringing in top international experts, I must say that this programme is working effectively in this regard. As you know, I travel a lot across Russia. I had an opportunity to visit such labs and meet these people. Some of them are our former countrymen who have worked abroad for a long time; some are foreign specialists who came to Russia to work.
One condition we have is that foreign specialists must spend at least three months at one of our universities or laboratories. However, they end up staying for as long as six months working and building teams here. Their goal is not only to create a product, but take it to the market, which is what they are effectively doing.
New student dormitories with a total area of at least 500,000 sq m will be built in 2012-2014. In addition, we need to establish a system of associated student loans, so that students will be able to cover their boarding and other expenses while they are studying.
As you may be aware, we are providing student loans now, but they are intended exclusively to cover the cost of tuition. These funds cannot be used to cover other expenses. We will take on this issue and provide loans that can be used for other purposes as well; all the more so, since the number of tuition-free spots at out universities will increase.
One more thing. In one of my articles, I wrote that study allowances for students in need who show good performance results should be at least 5,000 roubles a month. Well, the decision has been made.
We should also create a modern system for training skilled workers. We won’t be able to resolve this task unless we promote the social status of faculty and vocational instructors at lyceums and technical colleges. This level of education is the direct responsibility of the regions, and they should bring the average salaries of faculty at technical and vocational schools in line with the average salaries in each respective Russian region. Please note that unconditional compliance with this mandate will be a prerequisite for provision of all federal interbudgetary transfers.
Of course, we need to solve the basic problem of upgrading vocational training institutions, bringing them in line with the needs of the economy by giving employers the ability to be directly involved in vocational training administration.
You are aware, of course, that the old system does not work. Is there any new alternative? There is indeed, and it’s very attractive. We need to expand this practice, since it has been used very minimally so far. But this area is very important.
We need to develop national plans for the development of professional standards before the end of 2012. An effective system of professional competence should become the most important career opportunity and social lift».

State Council Presidium Meeting on Support for Gifted Children and Young People (February 27, 2012)
On February 27, 2012, V.A. Sadovnichiy, Academician, President of the Russian Rectors’ Union, Chairman of the Russian Schoolchildren Olympiads Council, took part in a State Council Presidium Meeting devoted to measures of state support of gifted children and young people in Russia and the concept of all-national system of search and support of young talented people.
The State Council Presidium Meeting, held in Cheboksary, was conducted by
D.A. Medvedev, President of the Russian Federation. He pointed out that creation of equal conditions for self-realization of children and young people is an important task of the state: “It’s important that all children, irrespective of the place they live, irrespective of the material security of their parents, had a possibility to develop their abilities in various spheres. The task of the state is to create possibilities and all conditions for this self-realization… Thus, we must provide inflow in our economy, science and culture of highly intellectual forces so required to ensure dynamic development of our country and to make it … one of the leaders in the global competition”.
D.A. Medvedev highlighted the important role of higher education institutions in systematic support of gifted children and young people, stating high effectiveness of such forms of work as schoolchildren Olympiads and schools for gifted children directed by higher education institutions: “It’s necessary to pay special attention to interrelations of leading schools and higher education institutions. We have to enlarge the number of institutions working with talented children, with young people. There is a good experience of organization of the so-called summer, winter and correspondence schools…Children who study there participate in Olympiads, i.e. they show that this system of good Olympiads works throughout the country”.
V.A. Sadovnichiy, Academician, President of the RRU, pointed out that Olympiads, organized by higher education institutions and conducted under the aegis of the Russian Schoolchildren Olympiads Council, proved their effectiveness in the processes of search and support of gifted children development: “University Olympiads are justified. The approximate number of participants annually makes 500 thousand, this year – 700 thousand. They are 77, they are high-level and controlled by the Ministry and the public, and winners of Olympiads are 2% of the number of participants only. The matter at issue here is not in the privilege but in detection of the gifted children”.
Academician V.A. Sadovnichiy reported to the President of Russia about fulfillment by the Olympiads Council of the instruction to organize a schoolchildren Olympiad on history of the Russian nationhood: “You gave the instruction to conduct an Olympiad on history of the Russian nationhood. I want to report that, as of today, 2 thousand schoolchildren participated in the Olympiad on the history of the Russian nationhood, from 15 regions”.

It was replaced by understanding that the only way out from this situation is a joint effort on formation of required qualifications and provision of training quality. Employers must be more active in development of professional standards, participate in teaching and scientific and research activities in universities in the interests of companies, give feedback for evaluation of quality of graduate education”.

“For me and my colleagues rectors, the important result of this meeting is realizing that university science and education remain the state’s priority task. Session of the Council of the Russian Rectors’ Union (February 9, 2012)
The session of the Council of the Russian Rectors’ Union (RRU), devoted to issues of national scientific and innovative policy tasks implemented by institutions of higher education based on principles of succession of the social and economic course of Russian development, was held on February 9, 2012.

Opening the meeting, V.A. Sadovnichiy declared that the development of university science shall become a new all-Russian project. President of the RRU mentioned the large-scale governmental support of science in universities: “In the last 5 years, the governmental financing of the fundamental science and experimental and design works have increased threefold, and expenses on development of the university scientific infrastructure – 15 times. In 2011, public companies spent on experimental and design works almost 300 billion rubles, more than 11 billion rubles of which were expended on support of university science, and pursuant to Resolutions 218 and 219 of the Government of Russia in 2010 – about 30 billion rubles”.
A.V. Khlunov, Director of the Department of Science, High Technologies and Education of the Government of the Russian Federation, said that in the near future the Government will develop a uniform program of fundamental research in the Russian Federation, with systematization of all-Russian academic processes, elimination of barriers between the academic, university and field science becoming its distinctive feature. A.V. Khlunov noted that a significant part of this program will be related to fundamental research in Russian universities and pointed out the priority of network scientific projects of fundamental nature.
P.V. Glybochko, Rector of the I.M. Sechenov First Moscow State Medical University, pointed out the necessity to support science in the subordinate universities which, as opposed to universities of the Ministry of Education and Science of Russia, have the lower growth resource today. “I think that all universities shall have equal starting positions in the development of university science”. The Rector also drew attention to the fact that university teachers and scientists shall know global scientific and technical trends and are called to actively integrate students into innovation processes.
Academician I.A. Novakov, Chairman of the Rectors’ Council in Volgograd Region, Rector of the Volgograd State Technical University, drew attention to the necessity to increase the patent activity of universities, calling it an important indicator of the performance of universities in the sphere of science and innovations. According to the Rector, patent figures and publication activity shall become the criteria to evaluate the quality of university professors and teachers as well as the sphere of competition between institutions. Furthermore, he called on business to increase interest in university patents, to create “demand for inventions”, turning it to universities.
V.N. Vasilyev, Vice-President of the RRU, Rector of the National Research University of Information Technologies, Mechanics and Optics, drew his colleagues’ attention to the effectiveness of the integration network approach to solution of large-scale research and implementation issues. He pointed out high effectiveness of technological platforms: “Establishment of the technological platform “National Program Platform” by the Russian Rectors’ Union, the Russian Academy of Science and State Corporation Rostekhnologii in 2011 is a unique fact. It provides breakthrough of the Russian software industry through training of unique staff and setting up of development centers”.
D.A. Endovitskii, Chairman of the of the Rectors’ Council in Voronezh Region, Rector of the Voronezh State University, called on colleagues to start a large-scale work on development of science in universities from implementation of new administration forms: “Issues of formation of intra-institution competitive environment through a system of incentive scientific grants and a system of scientists rating are important. If a great number of innovative proposals with market attraction is available, in the university structure investment management must be implemented and obtaining of project manager qualifications by university employees must be supported”. This, according to the Rector, will connect content of research with specific economic result, detect a field of implementation possibilities, allow formulating interesting proposals about venture projects for small university innovative enterprises.

Session of the Council of the Russian Rectors’ Union (December 26, 2011)
On December 26, 2011 the meeting of the Russian Rectors’ Union (RRU) took place in the Intellectual Center – Fundamental Library of Lomonosov Moscow State University, where fulfillment of orders of the Chairman of the Government V.V. Putin on strategic development of higher school was discussed.
The meeting chaired by the President of the RRU Academician V.A. Sadovnichiy was attended by the Minister of Education and Science A.A. Fursenko, Head of the Federal Tax Service of the Russian Federation M.V. Mishustin, Head of the Federal Service for Supervision in the Sphere of Education and Science L.N. Glebova, Deputy Minister of Education and Science of the Russian Federation M.V. Dulinov, General Director of the Federal Fund for Housing Development A.A. Braverman, Director of the Department of Science, Technology and Education of the Government of the Russian Federation A.V. Khlunov, General Secretary of the RRU O.V. Kashirina, members of the RRU and experts in the sphere of education.
The first item of the agenda was discussion of promising areas of cooperation of the Russian Rectors’ Union and the Federal Tax Service with regard to improvement of the tax regime of institutions of higher education (IHE) and personnel training for the sphere of taxation. The President of the RRU V.A. Sadovnichiy spoke for the idea that the state fiscal policy in respect of IHE should be based on perception of higher school as “an object for investments of the society into the future, rather than a source to replenish the state budget”.
Head of the Federal Tax Service of Russia M.V. Mishustin supported this thesis having pointed out that investments into education are mostly assured by the activity of the tax authorities: “... We will ensure the required revenues to form the very expenses that will be appropriated, among other things, to your educational institutions and many other expenses of our state”.
Summing-up of the performance of the Russian Rectors’ Union in 2011 within fulfillment of orders of the Chairman of the Government V.V. Putin became the central subject of the rectors’ discussion as per the results of his meeting with the core group of the RRU on August 24, 2011.
In his speech the President of the RRU reminded that orders given by the Chairman of the Government V.V. Putin as per the results of the meeting with the RRU core group on August 24, 2011, cover the issues of inter-university academic mobility; foundation of nationwide system of evaluation of the quality of the institutions of higher education, implementation of the development program by each institution of higher education, strengthening of IHE housing stock, improvement of the system of remuneration of labor and support of healthy lifestyle in IHE.
“All these orders, are ultimately aimed at establishment of new incentives for the development of higher school – at achievement of the new quality of the teaching staff,” whose “minds and hands” make the transformations and development of the IHE infrastructure, including with regard to housing and modern system of management”, – V.A. Sadovnichiy pointed out.
According to the general position of the participants of the meeting, solution of the problems of the staff and infrastructural development of institutions of higher education must be based on an independent position providing for consolidation of efforts of the state with the inter-university potential and resources of the partnership with the business.
“Today, the Rector community has an understanding that, relying on the state efforts in their development, IHE should mobilize their internal potential – to be active in use of the existing legislative opportunities, to optimize control mechanisms, to form joint programs with regional authorities and business” – the President of the RRU noted.
To develop common proposals and project initiatives the rectors’ community decided to form plenipotentiary commissions within the RRU structure, to participate in which the specialized Ministries and departments as well as branch associations and employers’ organizations will be invited.
The RRU Commissions will be established for improvement of the labor remuneration system in higher professional education, for evaluation of the staff potential and areas of its development; evaluation of the performance efficiency of IHE, approval of new forms of moral and physical education in IHE.
The special decision was taken by the RRU Council in respect of the system monitoring of the effectiveness of implementation of IHE development programs and execution tender procedures related thereto. To support this activity the Union of Rectors came forward with an initiative on establishment of the State Public Coordinating Council of IHE Development Programs.
It is expected that along with the rectors, representatives of the federal and regional executive authorities concerned, Russian Academy of Sciences, Russian Union of Industrialists and Entrepreneurs, Chamber of Commerce and Industry of Russia, Union of Mechanical engineers, Support of Russia and Business Russia will take part in its work.
According to the RRU General Secretary O.V. Kashirina, establishment of plenipotentiary commissions of the Union of Rectors is dictated by the need to concentrate efforts on the basic problems on which the IHE system development depends: “The Union of Rectors forms in a sense the mobile management teams that will launch the mechanisms of qualitative growth of IHE. It is important that these commissions will be tripartite, as the trajectory of “IHE – authority – business” is becoming the most effective format of the network cooperation today”.
The initiative to establish specialized collegial subdivisions of the RRU was supported by the members of the RRU Council and was approved by the Minister of Education and Science A.A. Fursenko: “Let's establish commissions that we could not claim to be nonobjective. It is very important that these committees should include representatives of all the groups concerned. Together with the RRU Council we are ready to include (into committees) the representatives from different IHE”.

The Fourth All-Russian Students’ Forum (October 31 – November 03, 2011)
From the 31st of October till the 3d of November, 2011 the delegation of the Russian Rectors’ Union, headed by the Vice-president of the Russian Rectors’ Union
N.V. Pustovoy which included Heads of universities of the Far East, Siberia, Ural, Privolzhye, the North Caucasus and Central Russia, took part in the Fourth All-Russian Students’ Forum held in Barnaul on the baså of Altai State University and I.I. Polzunov Altai State Technical University.
Having established the direct communication with young students, the rectors of Russian universities within the Forum’s framework discussed the ways of development of the students’ self-government, and also acted as experts during the discussion of students’ projects in breakup groups within a number of fields of the forum’s work.
The Vice-president of the Russian Rectors’ Union, Chairman of the Council of Rectors of higher educational institutions of the Siberian Federal District and the Novosibirsk region, Rector of Novosibirsk State Technical University N.V. Pustovoy and the Chairman of the Council of Rectors of higher educational institutions of the Voronezh region, Rector of Voronezh State University D.A. Endovitsky acted as experts in breakup group named “Students’ scientific associations”.

Ivanchenko and Rector of Belgorod Shukhov State Technological University S.N. Chairman of the Council of Rectors of higher educational institutions of the Udmurt Republic, Rector of Izhevsk State Technical University B.A. Yakimovich and Chairman of the Council of Rectors of higher educational institutions of the Kabardino-Balkar Republic, Rector of Kabardino-Balkar State University named after Kh.M. Berbekov B.S. Karamurzov acted as experts in breakup group named “Education quality enhancement”.
In total, with the participation of the rectors’ community hundreds of student projects were examined, which will be implemented by an initiative group of youth at universities following the results of the forum.

Russian and Italian Higher Education Institutes’ Rectors Forum ”Russia and Italy: the Role of Universities in the Development of Cooperation” (September 26, 2011)
26 of September 2011 at the Moscow State Institute of International Relations the Russian and Italian Higher Education Institutes’ Rectors Forum dedicated to the subject “Russia and Italy: the Role of Universities in the Development of Cooperation” was opened.
The Forum has gathered up to 200 rectors of the higher education institutes from both countries. The inauguration ceremony featured speeches delivered by the President of the Russian Rectors’ Union, academic V. A. Sadovnichiy, Rector of Moscow State Institute of International Relations, A. V. Torkunov, Secretary General of the Russian Rectors’ Union, O. V. Kashirina, Director of the Department of Internal Relations of the Italian Universities’ Rectors Union, S. Giannini, Ambassador Extraordinary and Plenipotent of the Russian Federation in Italy, A. Yu. Meshkov, Ambassador Extraordinary and Plenipotent of the Italian Republic in the Russian Federation, A. Landi.
The forum inauguration has demonstrated that there is mutual understanding between the academic community of Russia and Italy concerning the special nature of present-day challenges and a new role of universities in search of effective ways to meet them.
“The way to solve problems of such complexity – is intellectual mobilization that shall give new possibilities for solving problems in various areas of social and economic life,” stated V. A. Sadovnichiy in his speech. To achieve that the higher education community of Russia and Italy, along with education and development of fundamental knowledge, should take active part in improvement of educational approaches.
In this regard, the President of the RRU has proposed to pay special attention to elimination of negative consequences of Bologna reform which “has landed a sensitive blow to preparation of highly qualified specialists in natural science and engineering”. He further noted that “We must seriously discuss which principles of the Bologna system should be kept and which should be substantially reconsidered”.
V. A. Sadovnichiy has proposed to form a Russian – Italian workgroup on the level of university rectors which, “analyzing the shared experience, will form the essentials of a new European educational doctrine”.
The theses put forward by the RRU President were supported by the Italian Party. The Director of the Department of Internal Relations of the Italian Universities’ Rectors Union, S. Giannini, has noted that the Bologna reform principles were too hastily adopted by the European academic practice, and as a result “We (European universities) have begun to loose our leading role, started to rely upon the Anglo-American model, to focus on competition instead of partnership”.
Today, as Ms. Giannini states, the society “requires the formation of cooperative models”, corresponding to the “humanistic ideas of European tradition”. In conclusion she said: “We must achieve competitiveness through new models of cooperation between universities, including international-level cooperation”.

15 pupils were laureated with diplomas "Talent of overcoming» following the results of 2010-2011 as winners and prize-winners of the Olympiad for school children held under the aegis of the Russian Council of Olympiads for school children.
In the greeting V. A. Sadovnichiy had noticed that the winners, which the RRU gathered within the walls of Moscow State University, are "the excellent team of winners who through their purposefulness and hard work set the public high example of overcoming all obstacles to the goal- to scientific creativity."
RRU’s President pointed out that "Today, children with disabilities should be fully aware of their educational opportunities and join into society bravely. And the challenge of academic corporations, civic institutions and the business is to help young talents with disabilities in their training and profession".
Rectors, who participated in the ceremony were unanimous in the fact that any Russian higher educational institution is ready to open the doors to laureates of “Talent of overcoming "who have demonstrated unique talents in olimpiads in mathematics, physics, geography, history, linguistics, journalism, art history, music theory.
People's Artist of Russia, the master of ceremony, N. M. Tsiskaridze concluded it with edifying parting words, pointing out that there will be lots of new victories in front of winners in the future.
The laureates along with a diploma were awarded from the hands of the RRU’s President and rectors - guests of the ceremony –with laptops, which will help young talents in further training.
The III Ceremony “Talent of overcoming" was organized by RRU with the support of the State Corporation "Russian Technologies".

Conclusion of agreement on cooperation of the Russian Rectors’ Union and the Conference of Rectors of Brazilian Universities (March 29, 2011)
On March 29, 2011 within the framework of II Forum of Rectors of Universities of Russia and Ibero-American space signing of agreement on cooperation of the Russian Rectors’ Union with the Conference of Rectors of Brazilian Universities, which is aimed at forming of mechanisms of systematic cooperation of the Higher Educational Institutions of two countries, took place. On March 28-29, 2011 in Lomonosov Moscow State University within the framework of the year “Russia – Spain 2011” II Forum of Rectors of Universities of Russia and Ibero-American space was held. In the work of the Forum the Minister of Higher Education of Spain, Mr. Gabilondo, the Minister of Education and Science of the Russian Federation, Mr. A.A. Fursenko, Extraordinary and plenipotentiary Ambassador of Spain in Russia, Mr. Pujol, the President of the Russian Rectors’ Union, Rector of MSU named after M.V. Lomonosov, academician, Mr. V. A. Sadovnichiy, the President of the Conference of Rectors of Spanish Universities, Mr. Gutierrez-Solana Salzedo, the President of the Conference of Rectors of Brazilian Universities, Mr. Proenza, rectors and presidents of Higher Educational Institutions of Russia and states of Ibero-American space took part.
While greeting guests V. A. Sadovnichiy pointed out community of tasks of development, which the academic systems of Russia and Iberian states are facing. In opinion of the President of RRU these tasks include provision of innovative development of economy, technologies, social sphere: “Education, which is based on the last achievements of science, that is fundamental education, is the necessary condition for training of skilled professionals, claimed for by society, and guarantee of successful development of economy and prosperity of a country on the whole”.
The President of RRU summoned his colleagues to devote special attention to development of joint educational and research projects in the sphere of exploration of space, nanotechnologies, new energetics, and human research: “Co-operating in the advanced spheres of science and education we will be able to create the intellectual base of economic breakthrough of our countries”.
Effectiveness of such cooperation, in V. A. Sadovnichiy opinion, in many respects depends on academician mobility of Russian and Ibero-American universities. The President of RRU summoned to form united university space, to be precise, “to create collaborative educational programs, oriented on receiving of double diplomas by students, to arrange joint research projects, to prepare joint scientific publications. Such mutually enriching academic programs of cooperation will strengthen positions of universities in the world table of ranks”.
Content of plenary and sectional meetings of the Forum served as development of “ideology” of partnership of Russian and Ibero-American universities in innovative sphere. Rectors of countries – members of the Forum offered their vision of arrangement of cooperation, and a number of them decided to conclude direct interuniversity agreements.

The enlarged session of RRU’s directorate (March 10, 2010)

About the International “White Cane” Day
It started in 1921, when an Englishman James Beags, professional photographer, got blind in an accident. He tried to conduct active and self-dependent life. In order to be distinguished from ordinary pedestrians with walking sticks, he has painted his cane white. He advised to do so to other blinds.
Decades after, namely in 1969, October 15 became the “White Cane Day”.
Traditionally, at this day, civil society organizations conduct seminars, lectures, meetings in order to remind that there are those who are unable to see all the colors of our world, living nearby. Moreover, it is not only to remind, but also to try to understand them. “Tolerance, Equal rights, Integration” – these are the most common mottos of this day.

Russia’s history has a lot of evidence to prove that the real strength of a nation is not only economical or defense might, but spirit to fortify people to overcome hardships and to reach new heights.
Today, during our country’s qualitative growth, we must remember it and teach our youth accordingly. We need consolidation of all country’s institutions, which are able to mobilize our society towards spiritual strengthening.
Special significance lays on Russian education system, traditionally responsible for keeping social vector of its activity – to serve for a human and society. We have no right to dispute and change this vector.

We must admit that basic, crucial problem is that of broken traditions of civil coexistence – to take care of children, to respect elders, to help weak.
Today educational institutions are called upon to not only deliver knowledge and train in a profession, to serve a social lift for children from remote corners of our country. It is time for them to participate in high social mission – to restore ideological dominants.
Different socially vulnerable groups (orphans, invalids, pensioners) are now getting ever-increasing government support.
A year ago, special Presidential council, dealing with invalid’s affairs, was formed. It gave a mighty impulse to development of social processes in this area.
A significant financial support is provided by volunteers and enthusiasts from business community.
Invaluable spiritual care is rendered by Church.
Still, certain vacuum exists in intellectual and educational support of talented disabled children.

Why do we help them so little in their education, in applying their talents – in their full-fledged socialization?
Some time ago, RRU has decided to render a special care for talented disabled children. You know that some of them had shown stunning results at school Olympiads. They were marked at the charity gala “Talent of Overcoming”, held during the IX RRU Congress.
At the Congress, President D. Medvedev has expressed his support to RRU’s move “Talent of Overcoming” and has proposed to make special care of talented disabled children RRU’s system project.
The idea is now being realized as an all-Russia project of intellectual support of disabled children.

Presently, there is a biased discussion in our society about possibilities, offered by Government to disabled children during their entrance to universities.
Unforgivable exaggerations at mass media and rumors have distorted the real situation. They say that invalids’ benefits infringe upon other children’s rights, that more than a half of entrants are benefit ones and so on.
In reality, according to Ministry of Education and Science, just 3% of entrants enjoy different benefits. A number of disabled children within these are much less.
Today we should discuss the ways to improve benefit procedures, rather than pass social sentence on our children.

The results of this year entrance campaign for disabled children are symptomatic.
Socially
On the one hand, public discussion has shown that society does not want to return to “Help weak” approach. On the other hand, it made clear that our society is diverse in health – not only nationally and religiously.
Being diverse, our society is unique in talent and creative potential. It is unforgivable not to let this potential to develop.
Morally
Educational community has realized the necessity of widening limits of its social mission towards intellectual support of disabled children.
We rely on cultural workers. Now, when many libraries are closed, when museums and concerts become inaccessible, they can help to restore the patronage system and deliver lectures and concerts to orphanages and special education facilities.
Professionally
We have discovered that while declaring the necessity of inclusion of invalids into society, we have done little.

The biggest problem for universities with disabled students is a lack of infrastructure for their adequate studies and life.
We need to adopt accordingly medical facilities, catering, dormitories, services etc.
We have stunning examples. Since 1934, there is a special faculty at Baumann University for disabled technical geniuses. Unfortunately, similar examples are extremely rare.
The evident problem is the existing system of enrollment, in particular, the absence of balance between benefits and other university entrants’ possibilities.
The solution is not the total abolition of benefits for invalids during their enrollment. It is hard to forecast social reaction in this case. We need to “fine-tune” the system.
We can reserve to a particular university the right to decide the level of its social responsibility in support of talented disabled children.
It is clear – if we follow this track, we see our society solid and our country – strong.

Proposals of the meeting’s participants
- To develop and approve special recommendations for Russian Council of School Olympiads to facilitate wider participation of disabled children in Olympiads starting from this year on.
- To conduct a year-long cycle of popular scientific lectures at boarding schools for disabled children by RRU’s means.
- To support Ministry of Education and Science’s proposals to let disabled children to attend access courses.
- To consider legislative initiative for allow to every university to set own rules of disabled children’s enrollment, thus determining the university’s level of social responsibility.
- To realize by RRU’s means complex program of translation of basic university textbooks into Braile and similar. )
- To develop universities’ infrastructure for disabled students (special faculties, social support offices, dormitories, libraries, laboratories, grants and endowments).
- To consider the idea of engagement of disabled students in patronizing of the younger invalids and school Olympiads.
- To support development of RRU’s portal “Talent of Overcoming” as basic site for interactive communication of disabled children with university community in order to develop and support young talents.

September 16, 2008, another charter plane has delivered the second batch of humanitarian aid from RRU to South-Ossetia’s Tibilov State University.
More than 200 higher education institutions participated in collecting of textbooks and manuals to restore library fund, destroyed during the August military operations in Tzkhinval.
In that way, the unique library, comprising of the best examples of textbooks and manuals is being created by efforts of Russia’s university community.
RRU plans to help and advise constantly on the work of the newly established library.

The “Universities on their way to the new quality of education” forum (June 10, 2008)
June 10, 2008, by joint initiative of RRU’s President, rector of Lomonosov MSU, academician V.A. Sadovnichiy and RF Education and Science Minister A.A. Fursenko under the aegis of RRU in the Lomonosov MSU’s premises the “Universities on their way to the new quality of education” forum was held.

Representatives of educational, scientific and business communities, actually for the first time, at the professional level, in the form of open discussion, considered the future education philosophy – with several State institutions’ participation as the interested parties.
The key discussion issues were:
How to motivate the higher professional education system under the completely new society’s state and new strategy of the State development;
How to aim the higher education system and national education system towards to complete renovation of theirs aims, tasks and content;
How to modernize educational technologies and scientific researches;
How to support the creative thought of children and youth more actively.

The Partnership Agreement between the Russian Rectors’ Union and the Russian Machine Builders’ Union
At March 06, 2008, the Partnership Agreement between the Russian Rectors’ Union (RRU) and the Russian Machine Builders’ Union (RMBU) was signed. Participants at the ceremony were President of RRU, academician V.A.Sadovnichyi, Chairman of RMBU S.V.Chemezov, Vice-President of RRU, Chairman of Rectors’ Union of Central Federal District, Moscow and Moscow Region, member of the RRU’s Central Council Bureau I.B.Fedorov, Vice-President of the RRU, Chairman of St-Petersburg Rectors’ Union V.N.Vasiliev, Chairman of Rectors’ Union of Siberian Federal District N.V.Pustovoy and others.
The Agreement with RMBU, which unites the machine-building enterprises and related branches of industry, is the first document signed by RRU with a branch association.
This is an important step towards a practical realization of strategic partnership agreements between RRU and the biggest domestic business unions, adopted at the VIII Congress of the RRU.

At the meeting, the agreement on cooperation between the Universities of European Capitals Association (UNICA) and All-Russia Non-Government Organization “Russian Rectors’ Union” (RRU) was signed.
Higher School establishments of Russian Federation and People’s Republic of China rectors’ forum (September 04-07, 2007)
In the context of the Year of China in Russia, the leading higher school establishments of Russian Federation and People’s Republic of China rectors’ forum was held. The forum main topic was : “The role of international cooperation in the higher education quality increase”. The forum was held under auspices of Education and Science Ministry of the Russian Federation and Education Ministry of People’s Republic of China.
In Forum’s work participated: Member of the State Council of People’s Republic of China Mrs. Chen Zhili, The Head of the Federal Agency for Education Mr. G.A. The 35 anniversary of creation of Rectors' Councils (July 18, 2007)
July 18, 2007 is a historic date for Russia Rectors Union. This day, 35 years ago, the decree of CC CPSU and Council of Ministers “About measures for further improvement of higher education in the Soviet Union” was published. This decree initiated the forming of regional rectors’ unions of higher education institutions.
